“Universal Periodic Review: In a manner of speaking, a global practice?”
»We analyse the patterns and determinants of exchange and responses to recommendations during the first 18 sessions of the Universal Periodic Review (UPR). We identify substantial regional deviations in the process of issuing UPR recommendations: WEOG members issued significantly more whereas Africa and Asia significantly less recommendations than predicted by their relative size. We test whether regionalism along the UN five regional groups is an intervening factor in the UPR process. Our analysis shows that issuing a recommendation to a particular state under review is affected more by membership in regional international organizations than traditional regional alliances. Physical distance appears to present a realistic obstacle for globalisation of human rights discourse, especially in the case of smaller, less developed countries. Furthermore, trade flows between recommending state and state under review exhibit positive association with recommendation acceptance.«
