“Which drivers played a role in the multiannual
financial framework 2014-20 negotiations?”
“In 2014, the EU entered a new budgetary period, the multiannual financial framework (MFF) 2014-20, after lengthy negotiations, concluded in 2013. Our purpose is to anaylse the process and the end result of the MFF 2014-20 negotiations in qualitative and quantitative terms, with a specific focus on the question which factors played a role in the final outcome. To answer this question, we construct a deterministic model of fiscal transfers between EU member states and the EU budget in the 2014-20 period, which we use to simulate the results of consecutive stages of the negotiating process. We then estimate which factors had an impact on changes in member state positions between consecutive stages. We consider several factors as possible explanations, including the euro area crisis, which coincided with the timing of negotiations, as well as political power, initial bargaining position compared to the previous budgetary period, net financial position vis-a-vis the EU budget and member state prosperity relative to the EU average. Our preliminary results show that member states went into their old habit of demanding a juste retour where the paymasters into the EU budget held the upper hand.”
